Balaji Srinivasan’s Network School, a community for "digital nomads," is preparing to establish a new campus in Kazakhstan, a development that provides the tech community with a prospective new home after it faced significant regulatory hurdles in Malaysia.

An official statement from Kazakhstan's Ministry of Digital Development, Innovation and Aerospace Industry confirmed that a memorandum of understanding has been signed by Minister Zhaslan Madiyev and Srinivasan to create the country's first Network School campus. This move aligns with Kazakhstan's broader strategy of positioning itself as a burgeoning technology hub, which includes ambitious plans for Alatau to become Central Asia's first "crypto city."

On Tuesday, Srinivasan said the new location is intended to be “a haven for global techno-optimism, with expedited visas, streamlined redomiciliation, and active recruitment of talent.”

Regulatory Setbacks in Malaysia

The agreement with Kazakhstan follows an order for the Network School's Johor operation to cease its activities, effective Wednesday. This directive came after the Iskandar Puteri City Council (MBIP) on Tuesday officially revoked the business license for NSO Malaysia Sdn Bhd, the entity operating the school. The council cited breaches of licensing conditions and premises usage requirements as the reason for the action.

Following the city council's decision, the Malaysia Digital Economy Corporation (MDEC) announced it would take immediate measures to also revoke NSO Malaysia's "Malaysia Digital" status. This designation is contingent on companies adhering to all local and federal laws.

The "Malaysia Digital" status is a significant recognition granted to eligible tech and digital firms, providing a suite of benefits that include tax incentives, unrestricted ownership, and flexibility in hiring both local and foreign employees.

Calls for Further Investigation

The regulatory challenges for the Network School extend beyond business licensing. Onn Hafiz Ghazi, the chief minister of Johor State, has urged Malaysia’s federal authorities to launch an investigation into whether the organization violated any immigration laws.

“This matter cannot be taken lightly, especially since Johor is a strategic entry point for the country bordering Singapore. Any weaknesses or abuse of the immigration system must be addressed promptly, firmly, and without compromise,” stated Onn.

In response to the escalating situation, Srinivasan denied reports on Friday that the Network School was shutting down completely. He explained that the organization had received two separate notices from authorities. According to him, one notice required a simple "change the text of a sign," while the other pertained to a coworking space, which he detailed was formed by combining two adjacent units where one possessed a valid license and the other did not.

He expressed confidence in resolving the problems, stating, "We have a remedial period for both issues, and will remediate them shortly. But our members are otherwise unaffected."

A 'Network State' in Practice?

From the perspective of some industry observers, the episode serves as a practical demonstration of the "network state" concept, an idea championed by Srinivasan.

Haseeb Qureshi, a managing partner at Dragonfly Capital, noted the irony of the situation. “Ironically, this whole drama with Balaji literally validated the network state thesis,” he said.

Qureshi elaborated on the idea: “The whole idea of a network state is taking a dense group of talent and capital, and collectively negotiating with states. The Malaysia drama set up Balaji to negotiate better terms with another state to copy and paste the network there.“
