A legal dispute has erupted between two major blockchain analytics companies, with Chainalysis suing the United States government over a contract awarded to its competitor, TRM Labs. The lawsuit targets a decision by Immigration and Customs Enforcement (ICE) to give a sole-source contract to TRM Labs. Both firms specialize in providing tools that help government agencies investigate crime by tracing cryptocurrency transactions.

The Lawsuit Filing

The legal challenge was officially filed on July 27 by Chainalysis Government Solutions in the US Court of Federal Claims. While the complaint was submitted in late July, the relevant motion only became publicly available on Sunday through the RECAP archive on CourtListener.

In its filing, Chainalysis claims that ICE's decision was “arbitrary, capricious, and unreasonable.” The company noted that it had previously submitted its own capability statement after ICE issued a notice of intent to procure forensic software and support services from TRM.

Details of the Contested Contract

According to a federal award notice, the contract in question is valued at approximately $94.6 million. The agreement is for the provision of forensic software and related support services intended for use in Homeland Security Task Force investigations. The contract is set for a one-year period, scheduled to run from July 1, 2026, to June 30, 2027.

Legal Proceedings and Secrecy

The core details of Chainalysis’s specific objections and the remedy it is seeking are not public knowledge. According to the motion, the complaint is being kept under seal because it contains the company's confidential, proprietary information and trade secrets. On July 31, the court granted Chainalysis permission to keep the complaint sealed.

The case has seen rapid developments. TRM Labs intervened in the matter on July 28. The court has established a schedule that requires responses from the government and TRM by Friday, with oral arguments slated for September 2. The government has requested that a decision be reached by September 10.

When contacted for statements, TRM Labs declined to comment. As of the time of publication, neither Chainalysis nor ICE had responded to requests for comment.
