According to the White House’s leading crypto policy official, the administration of US President Donald Trump is determined to pass the CLARITY Act in September. This commitment remains steadfast even though the Senate chose to delay action on the legislation until the conclusion of its August recess.

Patrick Witt, the executive director of the President’s Council of Advisors for Digital Assets, stated on X on Tuesday that the administration intends to "continue negotiating with Democrats all the way up until the September vote." He also underscored a sense of urgency, adding, “we also can’t afford to wait forever.”

In mid-September, the Senate is scheduled to hold a cloture vote on the bill. This procedural step is critical, as it will require 60 votes for the CLARITY Act to advance toward a final vote.

The objective of the CLARITY Act is to institute a federal market structure specifically for digital assets. This includes establishing rules that govern when crypto tokens are subject to securities or commodities laws and dictating how trading platforms are regulated.

Ahead of the planned September vote, several disagreements are still unresolved. Senate lawmakers have not yet declared a solution for Democratic demands to implement stricter ethics provisions that target crypto interests with links to Trump. Additionally, banking groups have been advocating for changes to rules that could potentially allow companies to provide rewards to the holders of stablecoins.
