Cross-Border Payments Identified as Premier Use Case for Stablecoins in UK Policy Sprint

According to the Financial Conduct Authority’s (FCA) "Stablecoin Sprint," cross-border payments represent the most apparent near-term application for stablecoins. In contrast, industry participants believe that consumer adoption for retail payments within the United Kingdom is likely to advance more gradually.

The FCA has published findings from its March policy initiative, which convened a group of banks, payment firms, stablecoin issuers, and other industry stakeholders. The purpose of this gathering was to collectively explore how stablecoins could be effectively utilized.

Participants in the sprint asserted that stablecoins present their most significant advantages for international payments. This is especially true for transactions in emerging markets that have constrained access to U.S. dollars. However, they also noted that stablecoins provide fewer benefits in major payment corridors where existing systems are already fast and relatively inexpensive.

For domestic use within the UK, the group suggested that consumers have little motivation to switch from their current payment methods, which are already known for being swift and affordable. Nevertheless, merchants could potentially gain from the lower costs and faster settlement times that stablecoins might offer.

The insights gathered from the sprint played a role in shaping subsequent regulations. These findings informed the FCA’s June 30 final rules, which stipulate that stablecoins issued within the UK must be entirely backed by reserve assets and be redeemable at par. The regulator also indicated that the feedback will continue to influence its future policy decisions regarding stablecoin payments.
